Statement by IFLRY Bureau
An Open Letter on the Crisis of Democracy and Rule of Law in Bulgaria
We, the undersigned representatives of the International Federation of Liberal Youth (IFLRY) and the European Liberal Youth (LYMEC), issue this statement with deep and urgent concern regarding the escalating deterioration of democratic norms and judicial independence in Bulgaria.
The recent arrest of Varna Mayor Blagomir Kotsev marks a troubling intensification of political repression against figures who advocate for transparency and accountability. Such actions, emblematic of a broader systemic misuse of state institutions, threaten the integrity of democratic governance and justice. They are not isolated; they form part of a coordinated effort to eliminate political opposition and dismantle anti-corruption mechanisms.
This crisis is compounded by the influence of Mr. Delyan Peevski, chairman of the Movement for Rights and Freedoms (DPS), who exerts disproportionate control over media channels and has been sanctioned by the United States under the Global Magnitsky Act for corruption. His role in capturing judicial and oversight institutions underscores the gravity of the current situation.
We call upon the Bulgarian authorities to:
- Immediately release Mayor Blagomir Kotsev
- Introduce emergency legislation ensuring the transparency and independence of the Anti-Corruption ComissionIntroduce emergency legislation ensuring legal protections for opposition leaders and activists
- Welcome an independent European Union monitoring delegation to observe the state of rule-of-law and democratic processes
- Uphold civil liberties, encouraging civil society organizations to initiate public education campaigns and legal support for victims of political persecution
We further urge the Bulgarian Parliament to initiate a full and transparent inquiry into political interference in the judiciary, and to activate the EU conditionality regulation – binding future financial aid to meaningful reform in the justice system and demonstrable anti-corruption efforts.
At a time when democratic institutions must be shielded and strengthened, we call on Bulgaria’s youth to step forward: to engage, to organize, and to reclaim the civic space with courage and principle. It is through generational renewal and open dialogue that the country can reestablish trust, accountability, and democratic resilience.
The European community cannot afford complacency. We call on all stakeholders – national leaders, European institutions, and civil society actors – to unite in defense of fundamental rights, the rule of law, and democratic values.
Let this moment be a turning point. Let Bulgaria emerge stronger, more transparent, and more representative of its people.
