From Disengagement to Action
What is the workshop about?
In the context of Russia’s ongoing war against Ukraine and the accompanying social disruption, this international seminar aims to support a new generation of Ukrainian and European community builders. Organized by the International Federation of Liberal Youth (IFLRY), the four-day seminar will bring together 25 young leaders from across 12 Council of Europe countries in Bucharest, Romania.
Through non-formal education methods, peer learning, and intercultural dialogue, participants will be trained as Community Outreach Workers – youth leaders equipped to re-engage and empower their peers, particularly those currently feeling disconnected from public discourse and political processes.

What are the objectives?

With this project, IFLRY aims to reinvigorate youth civic engagement, especially among young people affected by Russia’s aggression, displacement, or political isolation.
The seminar will:
- Strengthen leadership and community-building skills among young activists.
- Maintain youth engagement through new networks and support systems.
- Empower minority youth, including Crimean Tatars, to preserve their identities and lead change in their communities.
- Foster resilience and democratic values among the next generation of changemakers.

Is this seminar for me?
We are looking for a diverse group of young participants (aged 18–30) from Ukraine and other Council of Europe countries, particularly from neighboring states impacted by the conflict. Ideal participants are:
- Already active in youth groups, civic initiatives, or advocacy work.
- Committed to creating change, but may feel disempowered or isolated due to the ongoing war and its effects.
- Motivated to engage with peers across borders and strengthen their capacity as community builders.
